Google seems to think that everyone's problem with privacy is that the tracking is happening on their servers. So they've added code to Chrome to violate your privacy locally instead. Their goal is to make behavioral targeting possible without third party cookies, which a lot of people now block. But the reason people block third party cookies is because they don't want to be tracked at all.
